The New England Patriots have named director of scouting Eliot Wolf as their new executive vice president of player personnel, making him the team's de facto general manager.While announcing the promotion Saturday, the Patriots said Wolf's responsibilities will include the overall direction of the personnel department, the management of the salary cap and having control of the 53-man roster.Wolf, 42, is entering his fifth season with the Patriots organization.
